What an International Hotel Receives
The project helps make information about an accommodation property clearer and more accessible to Russian and Russian-speaking travellers.
Independent Assessment
Review of the openness, completeness and accessibility of consumer information.
Practical Recommendations
Suggestions for improving the website, booking rules and communication with guests.
Trust and Visibility
A directory profile, information support and a certificate following a successful on-site assessment.
Directory and Public Information
A hotel profile is prepared and publicly available information is reviewed: website, contacts, booking conditions and accommodation rules.
Preliminary Assessment
The hotel receives a preliminary remote assessment, a written conclusion and recommendations.
On-site Visit and Certificate
The certificate is issued only after an on-site assessment and a positive final conclusion.
Why the Open Hotel Project Was Created
The project was developed in response to enquiries from citizens of the Russian Federation and Russian-speaking consumers seeking clear, verified and accessible information about hotels abroad.
International travellers may face uncertainty regarding routes, payment options, booking and cancellation rules, refunds and communication with hotel management. They also wish to understand whether Russian-speaking guests will be treated in a respectful and professional manner.
Participation allows an international hotel to demonstrate transparency, responsible communication, understandable service conditions and a welcoming approach to Russian and Russian-speaking guests.

Consumer Demand
Travellers want to understand booking, payment, cancellation and guest-service conditions before departure.

Information Assessment
The project organises publicly available information and prepares recommendations that can improve trust.

Certificate After the Visit
A certificate may be issued only after an on-site assessment of the accommodation property.
Who the Project Is For
International hotels, resorts, spa hotels, sanatoriums, aparthotels, tourist lodges and other accommodation providers interested in Russian-speaking guests.
The project is especially relevant to resort destinations where travellers need clear information about accommodation, payment, cancellation and refunds.
How Participation Works
The hotel selects a package, submits an application and receives an individual invoice. Remote packages do not include a certificate.
For certification, an on-site assessment is normally conducted by two representatives of the Union, followed by an act, conclusion and recommendations.
Project Partners
The project is implemented with the expert and technological participation of the Institute of Cybernetics and Digital Systems and with information support from the registered online media outlet “Trevozhnoe Budushchee” (“Anxious Future”).
Important Distinction
The project is not a state inspection, mandatory certification, hotel classification or a substitute for governmental supervision. It assesses consumer-facing information and, within the agreed programme, its consistency with the conditions presented by the hotel.
Paid project services and editorial journalism are separate. No package includes or guarantees a media article. The registered online media outlet “Troubled Future” independently decides whether to publish a free editorial article and controls its final content.
Certificate, Travel Costs and Publication
See answers about the assessment team, duration, travel expenses, publication of results and the hotel’s right to submit comments.
Open the FAQMaterials for Competent Authorities
The Union may submit final materials, analytical notes, proposals and recommendations to competent authorities of the Russian Federation, including tourism, parliamentary and foreign-affairs bodies.
Submit a Preliminary Application
After reviewing the application, the Union will clarify the package, required materials and individual invoicing procedure.
